Occupational accidents in the construction sector are generally caused by human error, which is recognized as the dominant factor leading to unsafe actions. This condition poses a challenge in the implementation of construction projects that are required to be completed on time while achieving a zero-accident target. This study aims to identify the dominant factors contributing to workers’ non-compliance in performing unsafe actions in the road improvement project of Mekar Jati–Seberang Kota (Continuation) in Tanjung Jabung Barat Regency, Jambi Province. The research employed a descriptive qualitative method through field observations and identification of unsafe actions. The results indicate that the dominant factor causing unsafe actions is incomplete use of Personal Protective Equipment (PPE), with a mean value of 3.00. Low worker discipline, discomfort in using PPE, habitual work without PPE, and weak project supervision are the main factors increasing the risk of occupational accidents.
